General Description
The employee in this title performs supervisory and administrative duties in the Street Maintenance Division of the Bureau of Operations, Department of Environmental Services. While some of the duties are performed in an office environment, this employee must frequently inspect worksites in the field, checking progress and quality of work or assessing the scope of future projects. The individual in this class exercises direct supervision over management and non-management field supervisors, and indirect supervision over a variety of skilled and semi-skilled workers. The incumbent may be assigned to the Special Services Division during the winter season. The employee in this title often works out-of-doors, sometimes in severe weather conditions, and for extended and unusual hours and on weekends, particularly during winter snow removal and summer construction seasons. Related work is performed as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
Typical Work Activities
Oversees operations and participates in the planning of various street maintenance programs, such as the crushed stone and asphalt overlay program;
Monitors for compliance a variety of contracts, especially for scheduling of street and sidewalk repairs and the quality and methodology of work;
Adjusts the sequencing of special projects and the general work program on a daily basis;
Assists in the projection of quantities and estimation of costs of materials and supplies used by the division on an annual or seasonal basis;
Supervises and trains field supervisors in effective supervisory techniques, the use of policies and
procedures, and methods and materials of street repair;
Trains and assists field supervisors in the preparation of documentation for employee discipline and
termination, and for use at arbitration proceedings;
Recommends staffing patterns for the division, in order to maintain an adequate balance of workers with a variety of skill levels throughout the Division's various units;
Recommends personnel actions to the manager: hiring, discipline, training, assignment, promotion, and termination;
Responds to questions and complaints regarding service from citizens and community groups;
Identifies solutions for scheduling problems, citizen concerns, and maintains highest possible standards for work performance;
Prepares, implements, and updates operating procedures, ensuring that safety and efficiency are priorities;
Prepares brief narrative reports, which may incorporate numerical data, charts, graphs, and diagrams;
Conducts training and safety classes for supervisory staff and line workers and trains employees in work methods and equipment use;
Researches technical information for use in the preparation of specifications for purchase of equipment and supplies, and reads technical literature to keep abreast of changing technology.
Minimum Qualifications
High school diploma or G.E.D., AND
Three (3) years of experience directing street maintenance activities, and supervising skilled and semi-skilled laborers, which must include foremen, crew leaders, or other lead workers. This experience must include supervising paving and chip/seal operations.
SPECIAL REQUIREMENT:
N.Y.S. Class D Motor Vehicle license at time of appointment. Candidates who do not possess a Class B license at time of appointment will be required to obtain one within six (6) months after the appointment date. Employees will be required to retain the Class B throughout their incumbency.
