Job Description:

Ready to put your facility asset management/planning and budget planning to work on marquee projects that will change the fabric of our military community? Would you enjoy being involved on a wide variety of analytical tasks on complex projects? Parsons is now hiring a Planner/Budget Analyst for our rapidly expanding portfolio of projects supporting a federal agency client .

Parsons extensive experience in this field combined with your planning knowledge and engineering techniques will propel your career forward. In this role you will develop plans for facility asset management exercising full planning responsibility for interpreting, organizing, coordinating, and executing assignments. Our asset management/planners maintain liaisons with individuals and groups both inside and outside the company, who are responsible for various planning and design phases of a project.

Responsibilities:

  • Plans, schedules, conducts, and/or coordinates detailed phases of planning work in a number of very large and important projects.

  • Forecasts budgets and formulates out-year budgets.

  • Gathers, compiles, and analyzes data on economic, social, and physical factors affecting land use.

  • Analyzes facility data through multiple sources and interprets data needed for facility asset planning

  • Develops solutions to strategically allocate federal capital resources to support the Capital Investment Plan.

  • Provides cost/benefit studies, financial analysis, and other analyses that support capital planning.

  • Drafts and modifies Capital Investment plan.

  • Represents the Company at conferences, seminars, meetings, etc.

  • Performs other responsibilities associated with this position as may be appropriate.

  • Prepares briefings, papers, studies, and other communications as required.

  • Apply Asset Management principles.

Qualifications:

  • Bachelor's degree in Urban Planning, Finance, Data Science, or related field preferred.

  • 10+ years of related work experience

  • Minimum 5 years’ management experience

  • Minimum 5 years’ experience in capital planning and budget formulation experience for federal or commercial facilities

  • extensive Excel skills for reviewing and managing large amounts of data; and knowledgeable about writing scripts and developing pivot tables

  • at least 1 year professional experience inprogramming/script writing

  • Must be knowledgeable of Federal Budgeting Process

  • Proficiency in utilizing PC and various software packages typically used in facility asset management, cost estimating, and budget planning is required

  • Good written and oral communication skills as well as research and analytical skills

  • Thorough understanding of local as well as Federal statutes and environmental rules and regulations

  • Proven ability for performing in a lead capacity on a project

*Must be able to obtain/maintain federal agency site and system accesses.

Salary Range:

$96,400.00 - $168,700.00
