Responsibilities:

The responsibilities of the Assistant Superintendent of Finance and Management shall include but are not limited to the following:

Qualifications:

  1. Hold valid New York State Certification as an SBA or SDBL.

  2. Master?s degree or higher as well as extensive graduate training or experience in the areas of School Business and Human Resources Management.

Duties and Responsibilities:

Budget and Financial Planning, Purchasing

Oversees comprehensive fiscal planning process encompassing the operating budgets for both the Niagara Wheatfield Central School District and the Tuscarora Nation, along with grants to develop structurally balanced, prudent annual budgets and design a fiscally sound long range financial plan encompassing budgetary control.

Provide leadership of the financial affairs with optimal effectiveness and efficiency inclusive of providing input on District strategies, programming, and financial information as appropriate.

Planning, coordinating, and supervising the operation of the Business office to promote the overall effectiveness and efficiency of the District.

Preparing the proposed annual budget for the Board's final consideration.

Conducting long-range financial research and forecasting and maintaining a multi-year financial outlook.

Designing and operationalizing a sound and equitable fiscal infrastructure.

Developing and implementing a school-based budgeting philosophy and framework.

Assisting schools and department leadership in budget development, monitoring, and management, including maintenance of financial records and controls.

Supervises the preparation and maintenance in an auditable manner, proper payrolls, receipt and expenditure records.

Strengthening the District's centralized accounting, financial transactions, maintenance of official accounting records, filing of state reimbursement claims, monitoring of grants and special revenue funds.

Managing all aspects of the Business office inclusive of grants, vendor services and payments, procurement, payroll, benefits, tax collection, and risk management.

Strengthening and implementing effective and efficient financial & budgetary internal processes and controls.

Assembling, managing, developing, and actively leading a team of grants, payroll, finance, business, and accounting personnel capable of meeting the required functional responsibilities.

Participating with other leaders in the formulation of District policies and plans, and advising District leaders and others of the financial, procedural, and related implications of programs and proposed changes in laws, rules, policies, and procedures.

Conducting a compensation analysis, analyzing the fiscal impact of proposed compensation changes, and advising leadership on financially related issues related to labor negotiations.

Maintaining knowledge of current and proposed State and Federal laws governing the control and distribution of the School District finances.

Conferring with members of the New York State Department of Education, and other organizations, regarding the District's fiscal standing along with budgeting and reimbursement for Tuscarora Nation School expenditures.

Responding to correspondence and inquiries related to the District's finances.

Ensuring the District's compliance with timely submission of accurate reports to the New York State Department of Education and other regulatory bodies.

Facilities, Plant Operations, Food Service and Maintenance/Transportation

Supervises the Assistant Business Official, Director of Facilities, and the Director of Transportation.

Coordinates planning with architects and construction managers relative to capital project work.

Works with the Superintendent, Director of Facilities and NYSED in conjunction with capital project work at the Tuscarora Nation School.

Oversees the overall District Transportation Department, Food Service Program and Facilities Department.

Supervises the preparation of transportation contract specifications.

Submits all required transportation forms to NYSED for aid purposes.

Evaluates the transportation, food service and facilities services.

Supervises the maintenance of transportation, food service and facilities reports and records.

Supervises the implementation of Board policy on transportation, food service and facilities.

Administers the District?s health insurance program.

Works with the Assistant Superintendent for Personnel and Pupil Services to manage all Worker's Compensation, unemployment claims and the NYS Retirement System.

Values inventory of all property for insurance purposes.

Analyzes insurance coverage and the costing of alternate coverages.

Supervises the processing of insurance claims.

Manages items pertaining to employee fringe benefits.

Other

Along with the Superintendent, works closely with the Tuscarora Nation to provide and enhance the education of Native American students.

Assists in the District's public information and safety programs.

Attends all Board meetings.

Advising member of the District Leadership Team and District Cabinet.

Supervises District tax collection.

All other items not listed but assigned to this position by the Superintendent of Schools.

Requirements:

At least (5) years of successful teaching and/or administrative experience in a school district. Strong academic credentials and exceptional personal and professional leadership skills; the ability to work cooperatively with individuals and groups of individuals in the solution of problems and the implementation of innovative programs; knowledge of human relations and the ability to communicate with staff, administration and parents; high degree of public presence and skill, in both personal and public relationships.

Candidate shall possess excellent communication skills, be detail oriented, able to plan and have good organization skills.
