Global Communities Senior Manager, Global Talent Acquisition in Silver Spring, Maryland

The Sr. Manager, Talent Acquisition (TA) is a thought leader, advisor and catalyst for various recruitment activities across the organization. They will partner with senior leaders to prioritize recruitment needs and manage a team of recruiters to ensure timely recruitment and selection of staff across the organization. In partnership with the Director, Talent Management & Organizational Development, leading workstreams that contribute to effective and mission driven talent management activities, ensuring recruitment processes are aligned to business goals and industry best practices. They’ll drive compliance with state, federal and international employment regulations and proactively contribute to diversity, equity and inclusion activities.

Responsibilities

Responsibility Area: Global Talent Acquisition Leadership

  • Develop departmental and organizational strategies to attract, recruit and retain staff across various business lines (Global Support Team, Humanitarian Assistance, Global Programs)

  • Responsible for full-cycle recruitment for director level and executive recruitment processes in partnership with the Chief People Officer and Executive Team

  • Partner with hiring managers and senior leadership to prioritize and manage recruitment and communicate frequently on progress, bottlenecks, and proposed solutions

  • Track and report on metrics and key performance indicators to People and Executive Team leadership

  • Proactively identify opportunities to embed principles of diversity, equity, inclusion, access and belonging (DEIAB) throughout talent acquisition processes

  • Create, document, and maintain policies, processes, and standard operating procedures (SOPs)

  • Serve as an advisor on best practices in recruitment and monitor trends through the development and nonprofit sectors as they pertain to recruitment

Responsibility Area: Global Support Team (GST) Recruitment

  • Lead full life cycle recruitment of assigned GST based staffing needs for assigned region(s) and department(s), comprised of both domestic, international, and global recruitment

  • Proactively manage relationships with candidates and ensure a positive candidate experience

  • Conduct pre-screening to ensure candidates meet and/or exceed minimum requirements for assigned roles; make recommendations to hiring managers for shortlisting candidates

  • Coordinate panel interviews and prep panelists ahead of interviews to ensure a positive experience for both panelist and candidates

  • Prepare salary recommendations to People Team leadership based on qualitative and quantitative candidate and employee data

  • Track recruitment data and activity using recruitment trackers and frequent communication with hiring manager on recruitment activity

  • Represent the organization at job fairs, industry events, and networking opportunities leveraging the organization’s mission and brand to attract top talent

  • Maintain rosters and pipelines of talent to quickly identify candidates for future needs

  • Support surge recruitment efforts based on organizational priorities

Responsibility Area: Proposal Recruiting

  • Drive strategic recruitment activity for assigned proposals and key personnel in close partnership with technical leads and proposal managers

  • Participate in design sessions and develop key personnel staffing strategies for a variety of USG (e.g., USAID, USDA) funded and bi/multilateral agencies

  • Partner with Business Development and Technical Leads to draft and finalize position descriptions aligned to donor and organizational requirements

  • Screen applicants based on donor and organizational requirements and recommend shortlists to proposal leadership, coordinating panel interviews as deemed appropriate

  • Maintain rosters and pipelines of talent to quickly identify candidates for future business and/or proposal needs

  • Lead collection of documentation for key personnel (e.g., biodata/1420 forms, letters of commitment, statement of allowances, CVs, etc.)

  • Participate and contribute to business development team meetings, trainings, retreats as appropriate

  • Support solicitation review, questions to the donor, and other BD team activities as requested

  • Contribute to after action reviews for continuous improvement and learning for improved recruitment on future activities

Responsibility Area: Humanitarian & Emergency Response Recruitment

  • Manage recruitment for the Humanitarian Assistance Team and provide targeted support to surge humanitarian efforts as appropriate

  • Build pipelines of emergency response professionals to ensure rapid deployment during periods crisis, instability, and conflict

  • Partner throughout the People Team and Humanitarian Response Team on hiring logistics including salary, compensation, benefits, allowances, etc.

  • Participate in Humanitarian Assistance team meetings to develop working knowledge of humanitarian principles and best practices

  • Support with cross-departmental activities, serving as a liaison between both teams for active partnering and collaboration on recruitment focused activities

Responsibility Area: Internal & External Collaboration

  • Serve as a contributing member of the People Team and maintain internal relationships with Onboarding, Total Rewards, HR Business Partners, and Talent Management team members

  • Ensure up-to-date information is communicated across team to ensure awareness and transparency of organizational activities impacting People team members

  • Contribute and lead (as assigned) change/project management activities aimed at organizational transformation

  • Regularly consult with People team leadership on complex talent acquisition matters, escalating as needed to ensure prompt and proper resolution

  • Maintain cross-department relationships with GST Support Functions (e.g., Finance, IT, Legal, Comms) Program Operations and Humanitarian Assistance.

  • Perform other duties as assigned and relevant to the role

Responsibility Area: People Team Management

  • Manage, mentor, and develop a team of recruiters positioned to support nexus recruitment

  • Coach and identify opportunities for growth and performance improvement

POSITION SPECIAL RESPONSIBILITIES:

  • Ability and willingness to travel up to 10%. Travel could include demanding travel areas.

Knowledge, Skills and Abilities

  • Leadership experience in Human Resources Talent Acquisition, Recruiting, Consulting or equivalent, and demonstrable impact through leading and managing teams

  • Strong knowledge of US federal and state laws regarding talent acquisition. Familiarity with USAID rules and regulations preferred.

  • Demonstrated experience maintaining professional and collaborative relationships with all levels of staff across the organization

  • Excellent interpersonal and listening skills. Ability to interact with all levels of staff and candidates in a professional manner. Ability to network, interact, and maintain relationships with senior level candidates.

  • Excellent organizational skills. Ability to manage deadlines and to work independently. Ability to prioritize workload and multi-task in a fast-paced environment.

  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.

  • Excellent influencing and negotiation skills.

  • Demonstrated ability to use Microsoft Office.

  • Fluency in English, written and oral. Abilities in a second language preferred.

  • Accuracy and attention to detail.

  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

Qualifications

  • Undergraduatedegree in a related discipline with a minimum of six years of related work experience or a minimum of ten years of related work experience.

  • Progressively responsible recruitment experience, including emergency response, international and/or proposal-based recruitment is essential; international development sector experience preferred

  • Advanced experience leveraging ATS systems - experience using iCIMS is preferred

Location and Work Schedule

This selected candidate can be based in Silver Spring, MD or San Diego, CA. Candidates must be authorized to work in their preferred country without any restriction.

This role is on a hybrid/telework schedule. The selected candidate is expected to work at least twice as week (Tuesday, Wednesday, or Thursday) from either our San Diego or Silver Spring office and the remainder of the week from an approved remote location.

Salary and Compensation

For US based candidates, the estimated salary for this position is between $100,250 - $125,313. Salary outside of the US will be based on market and location. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
