30% Under administrative direction, serves as the Imaging & Data Entry Tech Staff Assistant for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDOR):

  • Serves in an advisory capacity to Section Manager and provides technical assistance, recommendations, and solutions regarding the highly complex program aspects relating to the Imaging and Data Entry Section and application services.
  • Plans, directs, and conducts extensive, technical, and complex research, systems analysis, and studies of application development projects for the system having major impact on the implementation of new data sources, new version of systems, and year-end changes and testing of legislative and processing initiatives and directives.
  • Keeps abreast of pending legislation.
  • Reviews and analyzes legislative mandates, user-initiated process changes, and directives from the Section Manager and upper-level management to determine impact on Section systems.
  • Submits impact reports to the Section Manager for review.
  • Upon approval of the Section Manager, coordinates, plans, and implements changes resulting from legislation.
  • Develops and maintains communication with other Sections within the Division.
  • Provides advanced technical assistance and guidance to Section staff, outside agency and vendor staff in resolving problems.
  • Completes more complex projects independently.
  • Develops and documents processes and procedures.

20% Develops and maintains communication with outside agencies, vendor groups and Section Manager, to obtain and share information on program data requirements related to major project implementations of new data sources to the system, new audit and research programs, and testing of research and auditing initiatives and directives:

  • Coordinates application system interface changes and activities with Information Technology and User Processing staff, and other operational areas and application processing groups.
  • Develops and documents processes and procedures.
  • Controls, directs, and formats various electronic file and data formats.
  • Performs system testing and coordinates planning and implementation as project changes are completed.
  • Utilizes object-oriented application design theory, concepts, and principles, C#, Visual Basic.NET, Microsoft Office, SQL Server Management Studio, SQL Server Reporting Services, Crystal Reports, Check21 concepts, Image Cash Letter (ICL) processing, Azure DevOps or Git Hub, and imaging logical form configuration in performance of duties.
  • Monitors and reviews completed changes to ensure the security and integrity of federal tax data stored in the system.
  • Manipulates and formats various electronic file and data formats.

20% Performs highly responsible functions coordinating and assisting the Section Manager with IDOR application planning standards and procedures for use by the Section:

  • Monitors the work of lower-level staff to ensure compliance with Information Technology standards and procedures for application development and implementation.
  • Coordinates initial training and on-going education of the Section support staff to familiarize them with the application features and capabilities.

15% Serves as a lead worker:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Advises immediate supervisor regarding performance of staff.

10% Coordinates and performs duties with the Section Manager, such as planning stages of projects based on the needs and funding of the department:

  • Coordin ates and monitors activities of assigned staff engaged in maintaining and/or developing application programs and SQL code for the Section applications as well as for application development projects of a highly complex nature affecting the systems related to Section:
  • Reviews and approves final product received from the project coordinators and returns and tracks revision.
  • Oversees projects that cross sections or division.
  • Notifies Section Manager of completed projects and re-assigns new projects to lower- level project coordinators.
  • Oversees multiple initiatives including monitoring and tracking the progress of each programmers assigned task.
  • Evaluates and prioritizes projects and assignments.
  • Informs staff of proper priority of assignments.
  • Monitors overall systems changes.

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
