This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.

We're seeking an experienced Ruby on Rails developer to help shape the future of our Paid Leave benefits platform at the Department of Employment and Economic Development (DEED). In this role, you'll architect, build, and maintain critical applications that directly impact citizens' access to government benefits.

As a senior developer on our team, you'll not only write high-quality code but will also work closely with other developers, lead technical discussions, and ensure our applications are secure, accessible, and performant in a regulated government environment.

Core Responsibilities:

  • End-to-End Feature Development: Own features from concept to production, including design, implementation, testing, documentation, and maintenance.

  • Technical Leadership: Guide and mentor less experienced developers, conduct thorough code reviews, and champion engineering best practices.

  • Full-Stack Development: Build responsive, accessible, and performant front-end interfaces along with back-end APIs and services.

  • Test-Driven Development: Write comprehensive test suites to ensure reliability and stability of critical government systems.

  • Cloud Architecture: Contribute to the evolution of our AWS-based infrastructure and deployment pipelines.

  • Security & Compliance: Ensure applications adhere to government security standards and accessibility requirements.

Technical Environment:

  • Core Technologies: Ruby on Rails, PostgreSQL, JavaScript, Docker.

  • AWS Services: ECS, ECR, Cognito, and other AWS services.

  • DevOps Tools: GitHub, Azure DevOps, Terraform, Docker.

  • Authentication: AWS Cognito, Azure Active Directory (Entra ID).

  • Front-End: US Web Design System (USWDS), accessible UI components adhering to WCAG guidelines and MNIT policies.

This position will be responsible for conducting code reviews by examining the software source code of other developers on the team to ensure code quality and working with others to identify and train on more efficient ways of completing the coding task and/or resolving logical errors.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience with Ruby on Rails application development.

Experience must include:

  • Experience and a strong understanding of MVC design patterns and API design.

  • Experience with modern software development practices including agile workflows, version control, CI/CD, and code reviews.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Experience working on government or regulated-industry applications and familiarity with security and privacy requirements for government systems.

  • Experience with AWS cloud infrastructure and deployment.

  • Experience with accessibility compliance (WCAG 2.1).

  • Professional experience with Salesforce development and integrations.

  • Experience mentoring other developers or technical leadership.
