V.I. Housing Finance Authority Recovery Policy, Procedure, and Regulatory Services Support Specialist in St Thomas, Virgin Islands

The Recovery, Policy, Procedure, and Regulatory Services (PPR) Support Specialist is responsible for supporting the PPR unit within the Recovery Programs (CDBG-DR, CDBG-MIT, EGrid) with oversight of all federal and local regulations. The Support Specialist will provide administrative support, technical assistance and coordination across a wide range of program staff, subrecipients, grantees and vendors in the delivery of CDBG-DR/CDBG-MIT/EGrid Programs. This is a Territorial position. ESSENTIAL FUNCTIONS: - Act as a support to the Regulatory Compliance, Policy, and Quality Assurance team. - Support the development of policies, processes, procedures, and reporting; track internal compliance reviews of CDBG-DR program activities; site inspections; policy requests, and quality assurance reviews. - Support internal controls and risk assessments duties - Assist with the monitoring of the implementation of all DR programs and operations. - S. Coordinate all trainings to ensure that staff, subrecipients, grantees, and vendors have knowledge of all applicable federal and local requirements. - Support the regulatory compliance activities including review of policies and procedures for compliance; tracking of environmental reviews; tracking and oversight of monitoring plans; coordination and review of monthly reporting; and maintain all subrecipient agreements. - Assist with the facilitation of external audits and regulatory monitoring visits by HUD, the HUD OIG, and the Territory, and respond to state and federal government investigations and queries. - Perform administrative duties such as correspondence, travel, calendar and file maintenance. - Track complaints. - Research on matters of HUD compliance and policies. - Attend and participate in a variety of meetings internally and externally. - Performs other related duties and responsibilities as assigned. EDUCATION, EXPERIENCE, AND SKILLS REQUIRED: - Education: Bachelor's Degree from an accredited college or university in business, finance, or a related field. - Experience: At least 2 years of experience in the field of compliance; disaster recovery. HUD and/or FEMA experience. Knowledge of laws, legal codes, procedures, and other relevant regulatory standards. Experience overseeing and managing an interdisciplinary approach. An equivalent combination of education and experience may be substituted. - Knowledge, Skills, and Abilities: Capable of developing requirements for tracking and assessing compliance risks, including financial risks, and developing metrics to evaluate such risks; Demonstrated ability to multi-task, work collaboratively in a team-oriented environment and problem solve in a fast-paced environment; Computer literate to include Microsoft Word, Excel, PowerPoint and Outlook; Excellent verbal, interpersonal and written communication skills. Ability to maintain confidentiality in all assignments and Valid Driver's License. SALARY: $60,000-65,000 per annum depending upon qualifications. CDBG-DR, CDBG-MIT, and EGrid grant funded position
