This position is located in the Division 10 Traffic Office in Albemarle. Primary responsibilities include performing work on maintenance and safety projects, supervising lower-level technicians, making independent decisions, and communicating effectively with co-workers, contractor's personnel, and the general public. This position is responsible for overseeing all Traffic Services maintenance blanket contracts for traffic signals, signage, and pavement markings. This includes issuing work orders, inspecting work and ensuring it’s per NCDOT standards and specifications, and reviewing quantities and pay records. Engineering specialist shall perform duties to include planning, organizing, training, and other work duties as needed. Engineer shall send/respond to email, answer Contact Us program and CARS. This position requires the performance of a wide variety of standardized and non- standardized tests and assignments in compiling, analyzing, computing, editing, and processing field data. This position shall receive requests/complaints from the general public, contractors and other departments. Engineer specialist must have the ability and knowledge to investigate the complaints and suggest/implement corrective actions.

Knowledge, Skills and Abilities / Competencies

  • Experience in Contract Administration as it relates to Traffic Engineering

  • Experience in planning, organizing and scheduling the work of others

  • Experience reading and interpreting construction plans, contract provisions, specifications and procedures

  • Experience in taking notes, collecting field data and preparing routine reports

Additional Expectations:

Employee must have considerable knowledge of the principles and practices of Traffic Engineering, including highway construction and maintenance methods and techniques. Must have the ability to communicate orally and in writing with DOT staff and employees, Governmental Officials, Private Engineers and Developers, and the general public. Experience with personnel management is preferred. Must have the ability to operate computer using Microsoft and SAP applications. Will be required to operate a state motor vehicle. Employee will be subject to outside environmental conditions, noise and traffic hazards and will be required to traverse difficult and steep terrain.

Minimum Education and Experience Requirements

Associate’s degree in an applicable area of engineering technology from an appropriately accredited institution and six years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight years of progressive technician experience; or an equivalent combination of education and experience.
