Citigroup Managing Director, Risk Management, Australia Chief Risk Officer (CRO) in Sydney, Australia
Australia Chief Risk Officer Based in Sydney, the Australia Chief Risk Officer (CRO) will have a direct reporting line to the ANA Cluster Risk Head and a matrix reporting to the Australia Citi Country Officer (CCO) and Banking Head. Key responsibilities of the Australia CRO are as follows.
Holistic Franchise Level Risk Management: Manage all franchise level risks across businesses, products and functions (credit, market, liquidity, operations, franchise, reputational and others). Serve as the country’s lead Risk person for all franchise-level risk issues and serve as the primary representative of Risk Management on applicable local boards, committees, and councils. Provide oversight for the Independent Risk Management organization for all businesses in Australia; support franchise goals within acceptable risk parameters and appetite and in compliance with Citigroup risk Policies and Standards. Ensure overall risk management at the legal entity level including risk management framework and risk appetite.
Corporate Credit Reviews and Approval: Reviewing and approving credit memos for local obligors in capacity as Risk SCO Level 2.
Portfolio Management activities: Coordinate the identification, sharing, and vetting of common risk concerns and sensitivities and the development of coordinated solutions in response to factors such as adverse developments in local regulatory and political landscapes and deterioration in industry lending practices. Managing overall portfolio activities including periodic assessment of performance of obligors, ongoing monitoring of tripwires/triggers/covenants, review of classification memos, stress tests and portfolio level risk reporting and monitoring. Reviews of the portfolio with WCR and Other Risk/Business Seniors. Co-ordination of the annual Country Risk Committee review.
Policy/Regulatory Work : Single-point contact for all risk matters with the local regulators. Managing all local regulatory governance matters and policies from a risk perspective, interactions and interface with the regulators, ad-hoc submissions, ICAAP, IFRS9 and other regulatory deliverables.
Partnerships : Build deep partnerships with a range of senior management, including the CCO, Country Business/Product Heads, Country Functions, and senior partners across all Risk stripes. Regular interaction with IA and FCR.
Leadership : Directly manage a team of senior risk professionals across different risk stripes, including Risk SCOs. Responsible for the overall team of independent risk officers across the franchise.
Australian Prudential Responsibilities: Citi Australia comes under the Financial Accountability Regime (“FAR”). As a result, the CRO will have prudential responsibilities in the following capacity: Senior Manager, CBNA Sydney Branch. The incumbent will participate as a fully contributing member of the Australia/New Zealand CCC/ExCo (including the holding of FAR responsibility).
Qualifications
15+ years of relevant experience in risk management; should be a Wholesale Credit Risk Risk SCO2/Business SCO2 or equivalent
Bachelor’s University degree, Master’s degree preferred;
Experience in people management and leadership roles managing senior teams, and interacting with country CCO/senior management
In-depth knowledge of underlying economic and geo-political environment, Banking, Markets, Basel, high-risk products, and Citi Risk Frameworks and Policies.
Consistently demonstrates clear and concise written and verbal communication to influence and negotiate with a wide range of audiences
Highly motivated and detail oriented, to manage complex regulatory projects cutting across the franchise and involving deep understanding of the underlying processes and technology.

Provide guidance to the Australia Citi Country Officer (CCO) and Banking Head and other senior managers on risk requirements and potential implications on business strategies and initiatives
Facilitate and coordinate responses to inquiries and requests from regulators
Ensure involvement of the appropriate local risk experts in vetting and resolving regulatory issues
Engage internal counsel on lobbying efforts related to regulations that affect the Firm’s risk-taking initiatives as needed
Execute the following duties for comprehensive and independent risk management
Ensure compliance with Risk Management policies, standards, guidelines, and best practices within the relevant businesses
Responsible for identifying, monitoring, aggregating, and reporting key existing and emerging risks in the businesses and portfolios to the senior Country and Cluster management teams
Drive the development and implementation of stress testing for businesses and portfolios to ensure that risk exposure is appropriately sized relative to business size and risk appetite
Review and analyse risk limits, controls, and policies; provide information to senior management in a timely manner
Ensure adequate staffing, training, and talent development within the Citi Australia Risk Management organization

Demonstrated experience in managing teams through challenges and crises

Strong interpersonal skills for interactions with all levels of internal and external staff, management, and clients
Strong communication skills in English
Ability to make decisions on matters pertaining to franchise and reputation risks
Ability to eliminate recurring problems and reduce costs; ability to break down complex matters into core issues and root causes
Proficient understanding of the impact of changes in macroeconomic indicators on portfolio and business performance
Ability to manage large volume deal flows; ability to make prudent decisions under pressure and in a timely manner
