Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing) G25 and eligible to transfer under Section 70.1 of the NYS Civil Service Law.Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor's degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.Preferred Qualifications:Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. The ideal candidate will have a demonstrated background in supervision and management of multidisciplinary staff performing health care regulatory activities. The ideal candidate should have excellent writing and editing skills and be able to effectively interpret laws and regulations governing nursing home and adult day health care programs. The preferred candidate should have comprehensive understanding of the scope of long term care laws, rules, policies and regulations of governing long term care services.

Duties Description The incumbent will function as the Assistant Program Director and provide support to the Regional Program Director in the operation of the Nursing Home Surveillance Program. This position will be responsible for providing training, survey oversight, direction, complaint management, and leadership to multidisciplinary professional staff in the performance of recertification surveys and regional and state-wide complaint investigations. The incumbent will participate/create/conduct quality assurance activities and staff training programs.

Additional Comments In addition to routine tasks, response to emergency situations involving Long Term Care facilities will at times require after-hour communication with you. Your onsite presence may at times be required. Travel, including travel to areas that may not be served by public transportation is required. Federal Surveyor Minimum Quality Test certification is required to be obtained within 12 months of start. This position is largely performed in the field and requires travel throughout the State to perform necessary onsite inspections as needed, often to areas unserved by public transit.
