Government Operations Consultant III - SES – 70015232
This advertisement is for a SES (Selected Exempt Service) position located at the Central Office in Health Services Administration.
Salary: $49,584.67 - $82,818.75 Annual Rate
SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.
SPECIFIC DUTIES & RESPONSIBILITIES:
As supervisor, this position communicates with, motivates, provides or coordinates training, evaluates employee's work, plans and directs the employee's work, and has authority to hire or recommend the hire, transfer or discipline subordinate employees. This position is exempt under F.S. 110.205(2)(x) as supervisory.
This position triages medical care inquiries before they are brought to the Assistant Secretary of Health Services, the Office of Health Service (OHS) Chief Clinical Advisor and/or other OHS Bureau Chiefs, as appropriate.
This position is responsible for: statewide planning, developing, implementing, coordinating and monitoring programs to meet the needs of impaired and special needs inmates; coordinating responses to health-related administrative appeals, complaints and inquiries; assisting with the preparation of conditional medical release requests; and assisting the Department’s GOC III/ Clinical Contract Monitor- Public Health in serving as a resource on infection control issues to institutional staff and the comprehensive health care contractors’ (CHHC) health services staff throughout the state.
Develops, implements, coordinates and monitors statewide health care standards, policies and procedures and health services bulletins for special needs inmates, impaired inmates, medical grievances, conditional medical releases and health related transfers. Provides technical assistance to CHHC on the same.
Serves as the OHS’ liaison for medical-related ADA (Americans with Disabilites Act) compliance issues. Assists the Department’s ADA Coordinator in resolving issues related to inmate’s requests for reasonable health care related accommodations. Priovides related technical assistance to CHHC staff.
Oversees the management of inmate health-related administrative appeals, in compliance with Department Procedures and OHS Health Services Bulletins. Provides reports on status of administrative appeals to the OHS Quality Management Committee. Tracks trending data for administrative appeals.
Serves as the liaison between the Assistant Secretary of Health Services and the Parole Commission for matters related to requests for Conditional Medical Releases (CMRs). Reviews CMR requests submitted by CHHC staff to ensure all necessary components are included, especially an adequate post-release plan for the care of the inmate.
Coordinates professional and timely responses to inquiries and complaints about inmates’ health status from elected officials, family members and other interested parties. Obtains medical summaries from institutions for review by the Assistant Secretary of Health Services, Chief Clinical Advisor and/or other OHS Bureau Chiefs, as appropriate. Ensures Release of Information is on file before information is released to any requesting party, in accordance with HIPAA requirements.
Assists with outbreak investigations for tuberculosis (TB) contact investigations. Assists with the development and implementation of infection control educational programs, primarily TB and wound care.
Assists with statewide monitoring and preparation of detailed infection control trend analysis (including TB and wound care) for management, based on contractor reporting. Monitors and reports clinical quality management indicators. Assists with maintaining various infection control databases.
Ensures contractors conduct program evaluation studies, analyses and appraisals of infection control components, and implement interventions that prevent or limit the impact or spread of diseases and health conditions.
Ensures the community standard of care for infection control is maintained by the contractors through proper coordination with and reporting to the Florida Department of Health.
Serves as backup to GOCIII/Clinical Contract Monitor- Public Health in his/her absence.
Performs other related duties as required.

REQUIRED QUALIFICATIONS:
Licensure as a registered nurse in accordance with F.S. 464 or eligible to practice nursing in accordance with FAC 210-8.27.
