Government Operations Consultant III

This is an Internal Agency Opportunity and only qualified candidates currently employed with the Department of Children and Families will be considered.

Location: Any county in the State of Florida. This position is not eligible for teleworking.

The bi-weekly salary range for this position is $1,907.10 - $3,876.82

This is a highly responsible professional position in the statewide Specialized Medicaid Center of Excellence ESS Office of Economic Self Sufficiency that requires the incumbent to be responsible for identifying and analyzing complex management problems, recommending solutions to program management.

Primary duties may include but not limited to:

  • Plans, organizes, and manages improvement projects including, but not limited to, developing and implementing statewide provider forums, championing standardization practices within the Specialized Medicaid Center of Excellence, and maintaining timeliness and accuracy with provider communication outlets, including the ICP URL and escalated email box. This requires maintaining an excellent working knowledge of public assistance program policies, specifically specialized Adult Medicaid programs for Long Term Care (Waivers, Hospice, etc.) and Disability Determinations to enable effective communication of needed organizational changes to address problems such as caseload backlog and accuracy, and to improve programs. 

  • Assists ESS management in identifying and developing needed program improvement tools and enhancements. Consults with operational management team members, external stakeholders and key Headquarters stakeholders during analysis, design and development of solutions.

  • Conducts special studies to identify managerial problems and provide recommendations to ESS management for process improvements, streamlined practices, business needs, and solutions. Contributes to documentation of procedures, operational processes, and methodologies for improved and streamlined business practices and program performance. Prepares reports as needed.

  • Participates in planning for ESS strategic business and technology needs. Performs research, estimation, and analysis necessary to produce a business case and high-level requirements in support of legislative budget requests for development or enhancement of technology systems or services.

  • Performs related work as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Economic Self-Sufficiency (ESS) program objectives, policies, and operational procedures; problem-solving and goal setting techniques; methods of fact-finding, data collection, and analysis; and basic management principles and practices, specifically Specialized Medicaid policy and procedures housed under the statewide Specialized Medicaid Center of Excellence.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices;

  • Excellent written and verbal communication skills, including the ability to facilitate large group discussions

  • Prioritize and meet deadlines; utilize problem-solving techniques;

  • conduct fact-finding research;

  • analyze documents involving technical information;

  • organize data into logical format for presentation in reports, documents and other written materials;

  • understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities;

  • plan, organize and coordinate group work assignments; communicate effectively orally and in writing;

  • Ability to work with business unit staff to identify and document business requirements.  

    MINIMUM REQUIREMENTS:

  • A bachelor’s degree from an accredited college or university and 3 years professional experience in Human Resources, Staff Development, Project Management or health, social, economic rehabilitative programs.

  • A master’s degree from an accredited college or university can substitute for one year of the required experience

  • Professional or nonprofessional experience as required above can substitute on a year-for-year basis for the required college education

  • Three (3) years of Economic Self-Sufficiency experience determining eligibility

  • Valid Driver License

  • Must be willing to travel

  • Preference for experience in Specialized Medicaid programs, specifically Long term Care/Institutional Care programs, Hospice, Waivers, and Disability Determination programs.
