Description

Under the general supervision of a Program Administrator, the Community Health Worker will support Public Health licensed and registered professional staff in immunization activities at clinics and schools, including assisting with events and clinic promotions, reviewing student immunization records, and assisting school staff in the use of the California Immunization Registry Schools module, MyTurn, and Cerner registration system.

The Community Health Worker is involved with the distribution of immunizations for COVID-19, influenza and other infectious diseases. This person will travel to schools throughout Ventura County to show school nurses and health technicians how to utilize and maintain student health records.

PAYROLL TITLE: Community Health Worker

EDUCATIONAL/BILINGUAL INCENTIVES: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Community Health Worker is represented by the Service Employees' International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Fixed-term vacancy within the Public Health Immunization Program. This Fixed-Term position is anticipated to expire June 30, 2025.

NOTE: A Fixed Term position is a position to which persons may be appointed for fixed terms not to exceed three (3) years. Fixed Term employees are eligible for the same benefits and compensation as Regular employees.

Examples Of Duties

Duties may include but are not limited to the following:

  • Participates in public health and special immunization clinics for schools, including back-to-school events, COVID-19 and other seasonal vaccine coordination and supports all school immunization activities;

  • Assists in community information efforts for promotion of immunization clinics and programs; supports school staff in connecting families with resources to ensure children are up to date on vaccines; advises/trains school staff in follow-up with families whose students are behind on immunizations;

  • Develops printed materials; provides basic information verbally, written and with visual aids using standardized or approved curricula;

  • Follows program guidelines and regulations, including eligibility and billing;

  • Participates in a variety of activities designed to inform the general public of public health services related to immunization; informs community groups and clients about community services and immunizations;

  • Reviews student immunization (IZ) records; ensures enrolled students are up-to-date; catches children up on missing vaccines;

  • Supports schools to comply with any future or local COVID-19 vaccine mandates; coordinates immunization records needed during school outbreaks of COVID-19 and/or for additional state policies and requirements;

  • Collaborates with school staff to complete California Department of Public Health immunization trainings on school law; provides technical assistance to school to report immunization coverage levels for students as required by California Law; trains and supports school staff on current and future immunization reporting and support activities;

  • Guides school through enrollment in the California Immunization Registry (CAIR) Schools Module;

  • Meets productivity and quality goals set by agency;

  • Participates in team huddles, meetings, and required training; assists in training staff on MyTurn and Cerner registration system and the California Immunization Registry (CAIR);

  • Addresses barriers to care by linking patients/clients to community resources; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

High school diploma, GED or equivalent, plus any combination of education and experience which has led to the acquisition of the required knowledge and abilities.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid California driver license

  • Must be intermediate in Microsoft word

  • Must possess excellent written and oral communication skills.

  • Experience and/or training related to:

  • School immunization requirements and recommended vaccines for students

  • Immunization clinic outreach operations

  • Leading and/or working effectively in a team environment.

DESIRED:

  • Ability to communicate and build trust with diverse cultural and socioeconomic groups.

  • Experience using California Immunization Registry (CAIR), MyTurn and Cerner registration system

Knowledge, Skills and Abilities:

Some to thorough knowledge of: school immunization clinics and programs related to COVID-19, influenza, and other infectious diseases; general medical terminology and that related to immunizations required by the State of California Public Health Department for students; specialized health related topics such as communicable diseases immunizations; general knowledge of school immunization requirements and recommended vaccines; school immunization clinic outreach operations.

Skilled in: use of computers within Windows environment; Microsoft Word; MyTurn and Cerner registration system and the California Immunization Registry (CAIR); developing trust and effective working relationships with a diverse client population; and, leading and/or working effectively in a team environment.

Ability to: effectively communicate with individuals and groups from diverse cultural, socio-economic backgrounds; coordinate immunization program activities; communicate effectively in writing and verbally; meet productivity and quality goals set by Public Health; transfer knowledge to non-medical stakeholders, such as school staff, teachers, and parents; organize information logically.

WRITTEN EXAMINATION - 100%: An un-proctored, online, job-related written examination will be administered to test candidates' knowledge of Language Usage, Interviews/Confidentiality, Medical Knowledge and Terminology, Interpersonal Relations, and Filing. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
