GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Budget Specialist II located in Cheyenne, Wyoming. This position will assist the WYDOT Budget Office with the Project Administration section, which includes analyzing and obligating over $250 million in funding for construction projects throughout the State according to State and Federal guidelines.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Responsible for administering construction projects from the initial start to final closeout.
Manage construction project information within WYDOT’s PeopleSoft Financial System,
including project budgets and contracts.
- Review, modify, and issue Authority for Expenditures (AFEs) for each construction project as
needed.
- Responsible for Federal Project Authorizations of all federal projects electronically with the
FHWA’s Fiscal Management Information System (FMIS) for obligation of funds.
- Analyze project data for future projections, analyze project budget overruns and underruns, and
make appropriate budget and contract adjustments.
Work with the construction office to make payments to contractors on a daily basis.
Work with other WYDOT Programs to analyze project voucher errors and modify budgets,
contracts, and AFEs.
- Monitor inactive construction projects in FMIS and work with other WYDOT programs when
necessary.
- Monitor federal project end dates in FMIS and work with other WYDOT programs when
necessary.
- Work with WYDOT’s District Offices on the final closeout of construction projects and de-obligate
budget funds according to Federal, State, and Local rules and regulations as needed.
Qualifications
KNOWLEDGE:
Knowledge of principles, concepts, practices, methods, and techniques of governmental accounting and fiscal control, federal program funding criteria, operating procedures, Fiscal Management Information System (FMIS), and PeopleSoft Financials.
Knowledge of WYDOT's operating policies and procedures.
Knowledge of the existing state highway system, state, federal, and local funding sources.
Knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data.
Knowledge of arithmetic, algebra, statistics, and their applications.
Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
Knowledge of electronic equipment, and computer hardware and software applications, including PeopleSoft, Agile Assets, WOLFS, & Microsoft Office.
Skills in written and oral communications, interpersonal relationships, and work direction leadership; prioritizing work, time management skills, and working well under pressure.
Skills in understanding the implications of new information for both current and future problem-solving and decision-making. Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
Skills in interpreting federal program requirements in relation to project scope and activity, coordination with multiple entities.
Ability to handle numerous tasks at one time, make decisions, coordinate information flow from federal, state, local, and departmental sources; respond to requests for information in a timely manner, prioritize activity to meet federal due dates and the agency's bidding schedules.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Budget Specialist I
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Budget Specialist I

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
