Public Buildings Service Deputy Assistant Commissioner in United States

Summary As a Deputy Assistant Commissioner for Utility Services, you will Supervises the Retail Utility Services Division and the Regulated Utility Services Division. This is a remote position that is with the Office of Facilities Management, Public Building Services (PBS), in the U.S. General Services Administration (GSA). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Plans and directs the activities within the areas of responsibility and works directly with other Assistant Commissioners and Regional Commissioners for PBS, other principal officials of GSA, and industry officials to ensure the utility services programs within facilities management are well positioned for success. Works with GSA PBS customers to understand their needs, aid them in developing plans and requirements, and in evaluating the effectiveness of GSA products in supporting customer missions. Directs and supports establishing national business performance measures both at the national program level and at the regional execution level; responsible for monitoring regional performance against measures. Establishes program metrics and continually monitors and evaluates nationwide program progress. Uses metric data to troubleshoot and identify problems, issues, and successes. Continually seeks improvements and fosters the sharing of best practices across regions. Performs broad analytical and evaluation functions and oversees and manages staff in the performance of high level, analysis, review and evaluation activities necessary to assess the impact of proposed legislation, Executive Orders, or administration initiatives. Develops and maintains partnerships and relationships, balancing the sensitivities of stakeholders, and serves to coordinate often conflicting requirements when particularly controversial issues arise, involving OMB, Congress, other agencies, private industry, state and local governments, and the public. Supervises a staff that is responsible for overseeing key management programs within the Office of Facilities Management including budget formulation and execution, procurement and training in addition to staff that executing key PBS programs and priorities in the areas of responsibilities. Evaluates overall work accomplishments of the Support Staff. Reviews projects, reports, group and individual performance for consistency with policies, compliance with procedures and regulations, technical adequacy, timeliness and effective utilization of resources. Identifies operating problems, conflicting priorities, program deficiencies, and potential problem areas. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience directing, managing, planning, implementing, and evaluating enterprise-wide initiatives, and policies for programs and matters concerning the management and purchase of both regulated and unregulated utility services in accordance with any applicable Executive Orders, state, federal and/or local regulations; and developing and evaluating new policies, methods, and techniques. This experience must demonstrate leadership in the operations management, financial oversight, and advisory/consulting skills on controversial business issues related to analyzing and purchasing utilities specialties such as electricity, natural gas, and carbon-free energy.
