Public Buildings Service Supervisory Contract Specialist in United States

Summary As a Supervisory Contract Specialist (Deputy), you will participate with the Director of Acquisition Division in planning, directing and coordinating the Acquisition program serving GSA customer needs. Location of position: R4, PBS, Acquisition Management Division (AMD), Atlanta, GA, or any Region 4 Field Office location (AL, FL, GA, KY, MS, NC, SC, TN). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position can be filled at any GSA duty location in the Southeast Sunbelt Region (R4) within Atlanta, GA or any Region 4 Field Office location (AL, FL, GA, KY, MS, NC, SC, TN). The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period. Plans, directs, and coordinates the Acquisition program serving GSA customer needs. Responsible maintaining an awareness of projected service needs of a significant nature and for nurturing formal information channels to permit the assessment and clarification of specific contractual needs among the branches and division to support the contract service requirements of the region as a whole. Assures continuity of service at contractual locations to include scheduling of procurements, negotiating extensions, emergency procurements or taking whatever steps are necessary to prevent a loss of service to customer agencies. Personally, and through subordinate supervisors, plans, directs, coordinates and evaluates the full range of work activities within the branches, which perform complex technical and analytical procurement work in support of the region and client agency activities, utilizing a staff of Contract Specialists and technical/clerical support personnel. Counsels and advises subordinate supervisors on strategies and action plans to address problems and ensure continued activity toward projects completion. Makes decisions regarding technical or policy matters regarding planned and current projects. When appropriate to overcome obstacles or to focus needed management attention, refers policy or political issues to higher levels with proposed strategy. Recommends changes and improvements to existing strategies and processes impacting Acquisition Division. Provides expert guidance regarding: the interpretation and application of agency and/or Government acquisition regulations regarding the full range of contracting functions; the application and interpretation of agency policies, guides and legal precedents pertinent to achieving Division program requirements, in conjunction with recommendations from subordinate supervisors regarding modification of these guidelines and initiates steps needed to effect changes required by this review process; and the strategic approach and methodology required to procure items requested in the most timely, efficient and economical manner to satisfy customer requirements. To qualify, you must have at least one year of specialized experience equivalent to the GS-13. Specialized experience is knowledge of contracting regulations, policies, and procedures and an organization's program and technical requirements in order to conduct reviews of contracts or contracting actions, recommend or plan improvements to an organization's procurement program. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
