The Utilities Unit, under the Technical Services Division of the Division of Highways, facilitates and manages the relocation, adjustment, removal, and addition of utilities along NCDOT highways and rights of ways to maintain the integrity, mobility, and safety of the highway system for its users. The Alternative Delivery and Special Projects Section focuses on supporting the delivery of alternative delivery projects managed by the Alternative Delivery Unit (ADU), the North Carolina Turnpike Authority (NCTA) and NCDOT Divisions. It also provides utility subject matter expertise to support other NCDOT Units and Offices in the delivery of their projects, programs and objectives. These groups include but are not limited to the NC Rail Division, Local Programs Management Office, and the Roadway Special Studies unit.

The Alternative Delivery and Special Projects Section is looking for a Supervisor to lead a team that provides management and oversight for the relocation, adjustment, removal and addition of utilities for NCDOT and the North Carolina Turnpike Authority’s (NCTA) alternative delivery projects, as well as projects for other NCDOT Units.

In this role, you will:

  • Oversee utility management for highway projects, including analyzing utility conflicts, determining resolutions, and ensuring compliance with NCDOT policies.

  • Supervise the Alternative Delivery and Special Projects team, including assigning projects, balancing workloads, and reviewing decisions.

  • Provide technical advice, direction and operational support to utility owners, DOT Engineers, Central and Division Utility Coordinators, alternative delivery contractors and engineering teams, Private Engineering Firms and Private Service Firms

  • Manage project scope, schedules, budgets, and utility cost estimates.

  • Provide technical review of plans and provisions to ensure proposals are constructable and adhere to current NCDOT policies and procedures related to utilities and rights-of-way

  • Provide technical expertise and developing guidelines, templates, and resources to support utility coordination and design efforts.

  • Review and approve claims and invoices for work related to utility relocation agreements

  • Represent the Utilities Unit in meetings, technical committees, and special assignments.

  • Perform administrative tasks such as recruiting, training, coaching, and managing team performance.

  • Ensure compliance with personnel policies and resolve staff issues as needed.

  • Promote establishing and maintaining effective working relationships with all other associated state units and departments, utility owners, project teams and the public to ensure the successful completion of projects.

  • Manages projects and resources in support of utility coordination and engineering design activities and schedules for projects. Makes critical recommendations and represents the Utilities Unit in presenting these decisions. Provides final review of the utility analysis and routing reports, utility relocation plans and special provisions, project estimates, and cost responsibility determinations.

  • Experience with project management, including oversight of scope, schedules, budgets, and collaboration with utility owners, stakeholders, and other agencies.

  • Demonstrated ability communicating complex technical concepts clearly, representing the organization in meetings and committees, and making critical decisions to address utility conflicts and project challenges.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
