ACDI/VOCA Youth & Gender Advisor in Washington, District Of Columbia

As part of the Gender, Youth, and Social Inclusion (GYSI) Team in the Technical Learning and Application (TLA) Division, the Youth & Gender Advisor will provide technical support to programs and proposals in the areas of gender, youth, and social inclusion across the AV Group (specifically ACDI/VOCA, Tanager, and AV Ventures). The Youth & Gender Advisor will provide guidance to other technical areas – such as agriculture, market systems, nutrition, and finance – on how to apply gender, youth and social inclusion practices into their sectors in addition to providing support and oversight to ensure technical quality. The Youth & Gender Advisor will promote implementation of the ACDI/VOCA Gender Equality and Social Inclusion (GESI) Policy and the ACDI/VOCA Youth Strategy, including designing resources to accompany project and proposal teams to help operationalize the strategy. They will build staff capacity in gender integration, female empowerment, Positive Youth Development (PYD), and other evidence-based youth approaches.

The Youth & Gender Advisor’s responsibilities will include supporting the production of high-quality deliverables in a timely manner; advising, training and mentoring/coaching project teams and staff; networking with donors and partners; and representing the GYSI team’s work through presentations and publications. The Youth & Gender Advisor is a remote-friendly role that will report to the Technical Director, Youth and Gender.

  • Master’s degree required in international development, international studies, gender studies, behavioral or agricultural economics, sociology or other related field preferred. Additional years of experience will be considered lieu of advanced degree.

  • Minimum of five (5) years of relevant work experience , including overseas work, in international development or related field.

  • Ability and willingness to travel internationally required ; may be required to be fully vaccinated against Covid 19 based on country requirements.

  • Must be authorized to work in the US without requiring company sponsorship.

The salary range for this position is $70,349 to $91,362 ; candidate's relevant experience and skills, as well as our internal equity, will be considered before an offer is extended. This role is a hybrid position based in Washington, D.C.

Responsibilities

Project Technical Support: (35%)

  • Support implementation and operationalization of the ACDI/VOCA Gender Equality and Social Inclusion (GESI) Policy and Youth Strategy.

  • Act as a technical resource for integrating gender, youth, and social inclusion approaches into projects in line with ACDI/VOCA’s GESI Policy, the ACDI/VOCA Youth Strategy, and our GenderFirst guidance.

  • Support the development of project technical deliverables in addition to advising teams on how they can ensure ongoing implementation incorporates gender- and youth-sensitive and -transformative approaches in line with our ACDI/VOCA GESI Policy, GenderFirst and Youth Strategy guidance, and Positive Youth Development approaches.

  • Identify learning needs and build capacity of project and home office staff.

  • In collaboration with senior GYSI team staff, support, design, and/or lead research encompassing innovative, high quality mixed-methods and qualitative studies that adhere to ethical standards.

  • Contribute to or author products for diverse audiences, including reports, white papers, and other outputs, such as learning briefs and reader-friendly blogs.

  • Collaborate with Monitoring, Evaluation, Research, and Learning (MERL) and project staff to develop learning questions, indicators, and other resources/methods to ensure research and program evaluation integrates gender, youth, and social inclusion.

Business Development: (35%)

  • Provide technical guidance and support to proposals, acting as a subject matter expert and ensuring gender, youth, and social inclusion are effectively integrated throughout the proposal process.

  • Occasionally review the technical contributions of consultants or take on the role of contributing writer where appropriate.

  • Identify and meet with other organizations/donors on potential new funding activities and/or partnership opportunities related to GYSI, inclusive market systems, and PYD.

Technical Learning and Collaboration: (30%)

  • Support the capture and dissemination of lessons learned, promising practices, and resources, including the promotion of knowledge-sharing across projects, teams, and divisions.

  • Promote collaboration across home office and projects. Capture, develop, and share tools, resources, and processes that promote gender, youth, and social inclusion.

  • Foster good relationships with industry partners and individuals and participate/present at international and domestic meetings, workshops, and conferences.

  • Support and enhance the company’s culture of diversity, equity, and inclusion and align with our corporate values by treating others with respect and congeniality.

Additional Duties:

  • Host or attend meetings in person as needed, when required.

Qualifications

  • Minimum of five (5) years of relevant work experience, including overseas work, in international development or related field.

  • Demonstrated experience and technical knowledge in gender integration, women’s empowerment, and positive youth development within international development required.

  • Demonstrated experience with gender and youth approaches related to economic growth, climate-smart agriculture, workforce development, private sector engagement, access to finance, and/or entrepreneurship strongly desired.

  • Demonstrated experience and technical knowledge in areas of gender-based violence (GBV), safeguarding and protection, inclusion of people with disabilities (PWDs), inclusion of people with diverse sexual orientation, gender identity, gender expression and sex characteristics (SOGEISC) or lesbian, gay, bisexual, transgender, and queer (LGBTQ+) populations; and inclusion of other historically and systemically excluded groups desired.

  • Experience with USAID, USDA, and MCC economic growth programming strongly desired.

  • Experience supporting or leading gender/youth analysis/assessment and knowledge of quantitative and qualitative research methods and standards, with field research experience preferred.

  • Experience conducting gender, positive youth development, or other related participatory trainings for US and global audiences strongly desired.

  • Strong interpersonal and team skills, with ability to work with individuals from diverse backgrounds and cultures.

  • Fluency in English required. Professional proficiency in French or Spanish is strongly preferred. Other languages a plus.

  • Excellent verbal and written communication skills required.

  • Must be available during core business hours and/or operating hours for international time differences; flexibility to work more hours when needed.
