Summary You will serve as a GENERAL ENGINEER in the Technical Division (SP20) Missile Branch (SP27) Missile Engineering (SP273) of STRATEGIC SYSTEMS PROGRAMS. Responsibilities You will lead all program management activities to ensure missile program requirements are established and are fully integrated. Manages/Oversees the Branch's activities in design, development and production. You will lead team efforts for integration of project life cycle phases on a large-scale DOD government missile development contract. You will coordinate facilities planning, logistics planning, and scheduling. Serves as an advisor to agency management on critical acquisition processes such as acquisition strategies, market research, acquisition planning, source selection planning, request for proposal preparation for key agency programs. You will conduct acquisition planning and, in coordination with the technical program office, determine acquisition strategies to be used in the acquisition of a specific program element. You will assess, manage and eliminate risk related to program cost, schedule and performance. You will establish and communicate objectives and goals to ensure common direction and delivery of high-quality products and services on-time. You will serve as point of contact to contract partners and government organizations outside of the assigned branch (e.g. other branches and field activities) for missile development activities. You will manage the contract strategy, in conjugation with Senior Acquisition Manager for Modernization Programs, to support flexible program execution. You will maintain budget control of Program Office budgets (Management Reserve, Risk, Incentives, Contingency, etc.) working with business financial analysts on program budget planning, programming and execution. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: working under applicable portions of Defense Federal Acquisition Regulations (DFAR), nuclear weapons safety requirements as they apply to strategic missile system design, and knowledge of the division of responsibilities among Naval Commands and other DoD activities involved in missile issues. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
